The National Advisory Council on Aging was established by Order-in-Council on 1 May 1980 to advise the Minister of National Health and Welfare on all issues related to aging, to stimulate public debate on aging, and to publish and disseminate information on aging. The Council is composed of 18 members from all parts of Canada who are chosen for a renewable two or three year term, and meet at least twice a year. Secretariat services for the Council are provided by the Health Promotions and Programs Branch.

The records in this accession fall into several categories. Some subject files cover the activities of NACA with regards to other organizations (such as liaison between NACA and "Canadian associations" including provincial governments, universities, and professional associations like the Canadian Association on Gerontology and the Canadian Medical Association, or federal government departments). Other files document the establishment and membership of NACA, including recommendations for appointments, files for the various members (which often include biographical notes, news clippings and correspondence on their activities during the NACA tenure), and activity reports, papers and speeches. A large body of files provide evidence of the Council's participation in conferences, seminars, meetings (such as the Advisory Committee on Accessible Transportation, the Working Group on Elder Abuse, the Canadian Aging Research Network, and the Senior Policy Review Management Team). The NACA also maintained a series of files for research projects/programs and proposals, and publications.

In addition to their coded subject files, the NACA maintained a separate body of reference material. Arranged alphabetically, these records consist of files containing pamphlets, fact sheets, reports, papers, news clippings etc. on seniors issues, such as: aging and independence; Canada Pension Plan/Old Age Security/Guaranteed Income Supplement; drugs and medications; family violence and elder abuse; home care; and transportation.
