The Canada Assistance Plan Act (CAP) was enacted on 15 July 1966, with an effective date of 1 April 1966. Under Part 1 of the Act, the Minister of National Health and Welfare was empowered to enter into an agreement between the federal government and any province that will provide for the payment of federal contributions towards the cost of provincial/municipal assistance and welfare services. Part III of the Act, which relates to Work Activity Projects, allowed Health and Welfare, in consultation with Employment and Immigration (now Human Resources Development Canada), to commit the federal government to a further agreement with any province which already has a general agreement under Part I to fund half the cost of a work activity project. Such projects/programs are designed to improve the motivation and work capacity of those on public assistance who have not been able to obtain training, or have unusual difficulty in securing and/or retaining a job.

The records in this accession consist of a series of working files from the Cost Shared Programs area relating to the Work Activity Function under Section III of CAP. The files include: working notes; reports; news clippings about the program and its funding; information from related programs such as the Local Initiatives Program of the former Employment and Immigration Canada; copies of CAP agreements; minutes of the former Interdepartmental Committee on Work Activity; briefing notes; and information on provincial programs. Box 5 of the accession contains material relating to CAP funding of social programs for natives, news clippings, reports and memoranda; much of this material dates from 1991 to 1995 and is related to the issues raised by the Royal Commission on Aboriginal Peoples.
