This fonds consists of a variety of archival records relating to the Canadian Toy Testing Council, covering the entire history of the council's existence. Included within the fonds are: administrative records such as Charters and by-laws, Agendas, Minutes, Study Reports, Toy Reports, Audits, Toy and Book Forms, and Evaluation Forms. Along with textual records, there are also black and white and colour photographs, slides, sign boards, plaques, and documentary art. There is also a wide variety of electronic records, including a copy of the most recent version of the council's website.

Canadian Toy Testing Council : Between 1952 and 2015, the Canadian Toy Testing Council (CTTC) ran a valued toy testing program based out of various offices in Ottawa.

Prior to the CTTC, the Consumers Association of Canada (CAC) was established in 1947 to provide information on consumer products and services. In 1948, the Citizen's Committee on Children (CCC) was established in Ottawa to promote local and international understanding of how to provide better services for children. In 1952, the Toy Testing Committee was established as a national, joint committee of the CCC and the CAC. They co-operated with the Design Centre of the National Gallery, which later became the National Industrial Design Council, and then the National Design Council.

Eve Kassirer has been credited for being the driving force behind the creation and running of the early Toy Testing Committee and council, and she led it from 1952 to 1962.

In 1961, The Toy Testing Committee became an independent body and the name was changed to the Canadian Toy Testing Council, emphasizing the national scope of testing and counselling. Throughout its history, the CTTC has been mostly staffed by a group of volunteers with various professional backgrounds, such as teachers, occupational therapists, librarians, social workers, scientists, and musicians.

The CTTC has worked with thousands of families and provided children the opportunity to test newly-released toys, games and books. Their program empowered children and families to be part of the international toy industry and to give their feedback on what makes for great and engaging play. For many years, it was the only organization in the world that helped bridge the gap between manufacturers, consumers, and children.

In 1967, the CTTC provided advice to the Children's Creative Centre in setting up their section in the Canadian Pavilion at Expo '67 in Montreal.

In 1952, 1955, 1959, and 1967, the CTTC published jointly with the CAC and CCC four publications of "What's What for Children" and then through the 1960s and early 1970s had regular toy buying guides published in the CAC's Consumer Report. Starting in the 1970s, and continuing until 2014, the CTTC published its own yearly report (in both French and English), originally entitled "Good Toys" and then renamed "The Toy Report".

From the 1950s to the 1980s, the CTTC operated with grants from the federal Department of Trade and Commerce and the Department of Consumer and Corporate Affairs, the National Design Council, as well as additional funding from the Canadian Toy Manufacturer's Association.

In March 2015, the board of the CTTC voted to dissolve the organization due to lack of funds.

Note générale :

Within the acquisition of records from CTTC were various published materials. A number of duplicate CTTC publications (Toy Reports), two boxes of children's books, and several boxes of various serial publications (magazines relating to children's issues) were sent to the National LIbrary for integration into their collection. These will be available for consulation via Amicus in due course.
