The records in this accession originate from the Office of the Emergency Coordinator for African Famine Relief. It consists of housekeeping/administrative records (file blocks 9000 to 9017), and operational records (file blocks 9018 to 9999).

The administrative files deal with a variety of issues including the establishment of a document inquiry system, invitations for public appearances and visits to Canada, the collection of newspaper clippings, communications issues, general correspondence regarding the task force mandate, background documentation regarding the famine, minutes of meetings, financial details of the Office administration, guidelines for procurement of goods and the preparation of documentation kits.

The majority of the operational records of the Emergency Coordinator's Office consist of textual material relating to the various missions to Africa, briefing notes/books for the Coordinator or various ministers, fortnightly reports from staff officers, the preparation and organization of Forum Africa, background documentation relating to the famine, telexes from the missions and African nations, situation reports on the effected countries and alphabetical files relating to offers of monetary assistance, participating NGO's and fund raising activities.

Additional audio/visual materials consist of audio tapes of speeches made by David MacDonald and video tapes and cassettes of the national and regional conferences and various television programmes related to the famine, as well as of the Coordinator's five missions to Africa. Records and video accounts were generated based on the resulting Forum Africa conference and the dialogue it stimulated.
