These files are very high value documents. For example, the file holding material on August 18976 has correspondence, notes and memos addressing the following matters: the handling of Cabinet documents; the investment climate in Canada; bilingualism; The Mackenzie Valley Gas Pipeline; high-level and Order-in-Council appointments; the determination of "Cabinet papers as a class", as well as the definition of "confidences of the "PCO"; the transfer and placement of high officials; the management of the 300,000-strong Civil Service; the procedure of presenting Bills to the House; defining the nature of the administrative official to manage the operations of the Supreme Court, and the like. In addition, there is open and frank assessments of high government officials, deputy ministers and ministers, and how well they are performing in their places. The memoranda files are as loaded with high-value information as are the correspondence files, addressing issues such as the Olympics in Montreal, reducing the costs of DND, dealing with inflation, managing federal-provincial relations, staffing the critical Anti-Inflation Board, corporate concentration in Canada, and so on. The value of these files to understanding the critical issues of the period and how government responded to them -- as well as how the government kept on re-designing the machinery of government to deliver these responses - is self-evident. It should be recalled that these records also elucidate Pitfield's role at the apex of government, both the advice he provided, and his work in re-making the PCO and modernizing the whole cabinet system of government.
