Kingston Penitentiary, Canada's oldest penitentiary, opened in Portsmonth (now part of Kingston), Upper Canada on June 1, 1935 as the Provincial Penitentiary for Upper Canada. This institution was designed for the incarceration of prisoners of both Upper Canada (Canada West) and Lower Canada (Canada East) by the Act of Union of 1840. In 1867, the government of Canada became responsible for the maintenance and management of the Kingston Penitentiary by virtue of section 91 of the British North America Act. Documenting activities at the penitentiary from 1983-1992, these records cover a wide range of topics such as research, psychology, inmate affairs, parole, inmate education, transfers and training.
