The Series consists of textual material including press releases, reports and memorandums, meeting minutes, correspondence and architectural plans linked to the development of the region. A large portion of this material consists of correspondence with the Federal government: committees, agencies and departments involved in economic development, labor and the environment.

The projects documented in this series are mainly related to the mining and oil industries and include the management of the closing of the Dominion Steel and Coal Corporation (DOSCO) including reduction of employment, pre-retirement and pension plans for employees, and transition process demands for financial help for different mining and oil projects and other industrial proposals in Cape Breton and in its shoreline, such as the British American Oil Company requesting founding for an Oil refinery on the Strait of Canso and association with Stora to fund expansion of facilities of Nova Scotia Pulp Limited. Projects documented also include tourism projects such as the development of the Cape Breton Highlands National Park and other tourism projects, such as the Cabot House Apartment & Hotel Complex.
