The Prosperity Secretariat, as the managing body for the Initiative, was responsible for facilitating the Initiative's consultations on behalf of the Steering Group. These consultations are broken into two main themes: that of competitiveness, and that of learning. File block 6000-1 captures the executive files of the competitiveness division, 6000-2 and 6000-3 involve syntheses of input on competitiveness from government departments. The first consultations are the portfolio consultations, where the Secretariat requested input on competitiveness from government departments and agencies: this is captured in the 6000-4 file block. A Task Force on competitiveness and learning in Science and Technology is captured in 6000-5, and a seminar on tax and finances is captured in 6000-6. File block 6000-7 captures the management and consultation files from the learning side of the Secretariat: in this file block are both the documents produced in service of the learning mandate, as well as the consultations from various education institutions and groups across the company. The Community Talks were consultations with the Canadian public, discussing both competitiveness and learning: this is captured in the 6000-8 file block, with files detailing summaries of the community talks across the country. Finally, the National Consultations sought input on competitiveness from businesses across the country, and the replies returned to the Secretariat are captured in the 6000-14 file block.

In addition, part of the organization of the Secretariat and Initiative as a whole consisted in communications, responsible for both internal and external communications regarding the Initiative and Secretariat. The files from this function often consisted of informational circulation of documents, operational files (putting out advertisements), media clippings. Also comprises a video recording of a presentation on Canadian competitiveness by Michael Porter, an American academic from Harvard University, based on a study he produced for the Canadian Government titled "Canada at the Crossroads: The Reality of a New Competitive Environment."

Prosperity Secretariat : This series consists of records generated by the Prosperity Secretariat between 1991 and 1993. The Secretariat was the managing body for the Prosperity Initiative, an initiative first announced in a Speech from the Throne, May 1991. The speech declared the creation of an initiative to bring Canadians together to participate in a national discussion on how best to promote prosperity. The Initiative was headed by a Steering Group made up of private-sector individuals in order to keep an arms-length between the recommendations of the Initiative and the Government. The Initiative was managed by the Prosperity Secretariat, composed of members from ISTC in support of its function of encouraging economic growth, and was also facilitated through Employment and Immigration Canada. As the Steering Group was supported and managed by the Prosperity Secretariat, the files available from the Initiative as a whole are the ones available through the management of the Secretariat.

The Steering Group was headed by two co-chairs, David McCamus and Marie-Josée Drouin. In addition, 18 members of the public (leaders in business and education) participated as members of the group The Steering Group was responsible for creating an Action Plan on Prosperity, as a result of consultations with Canadians. The records of the SG's activities are best captured in the first files of the 6000-14 file block, containing the summaries of SG meetings and accompanying briefing material. However, SG-generated material is not part of this series.
