Royal Commission on Aboriginal Peoples special hearings of High Arctic Exiles. Five commissioners preside over the special hearings, including co-chair René Dussault and co-chair Georges Erasmus. Oral testimonies are heard from elders or relatives who were affected by the relocation process. A large map of High Arctic communities is used to reference relocation areas. Tape 6, 7 and 8: A series of oral testimonies continues with most of them pronounced in Inuktitut and a few in English. Tape 9: Commissioner Bertha Wilson asks about the means of communication between the exiles and the relatives back home. Was writing the only means of communication? One of the presenters speaks about sound recordings on magnetic tapes of messages and wishes that reached the exiled relatives. Commissioner Paul Chartrand addresses the presenters. Co-chair Georges Erasmus asks about the Greenlanders' arrival and how did the RCMP prepare the exiles should the Greenlanders arrive; the conditions under which they were able to hunt caribou once exiled versus the ability to hunt caribou when they lived in Northern Québec; small payment for services to the RCMP; and communication in writing or by radio from the exiled Inuit inviting their relatives living in Northern Québec to come join them in the relocated areas. Commissioner Mary Sillett's comment ends abruptly. Tape 10: Commissioner Mary Sillett asks about the differences in life experiences between the exiled communities in terms of remoteness of location and the methods of communication; and the killing of Inuit sled dogs. Co-chair René Dussault asks about the caribou hunt, and pronounces the word of closing for the day. A closing prayer is pronouced by one of the elders. <6h 12m>
