Speech given by Minister of Finance Paul Edgar Philippe Martin and followed by a questions and answers sessions as he appears before the House of Commons Finance Committee to release the financial report for 1995-1996. Included subjects are the government’s objective to strengthen its finances and rethink its role in order to have economic growth, create jobs, all based on compassion and equality. This is to be achieved through reduction of the deficit ratio in comparison to the Gross Domestic Product (GDP), which was done and exceeded the target given. Also included subjects are the efforts made to promote employment, and the decision to not cut taxes since the deficit is not yet to zero. Followed by the questions from the representatives of the oppositions parties such as Yvan Loubier and Preston Manning, concerning the real deficit, some transfer of the federal deficit to the provinces through transfer cuts, cutting taxes to ensure economic growth, the importance of low interest rates on job creation and deficit reduction, high unemployment among young people, and the Goods and Services Tax (GST) harmonization with the provinces. <120mn>
