Accession consists of headquarters files created and/or maintained by the Department of Manpower and Immigration (DMI). The files originate in the 3000 blocks, which were primarily used by branches reporting to the Assistant Deputy Minister (Manpower). The department used this registry between 1967 and 1978, though some records may have been brought forward from previous registries.

This accession is comprised of "3000 series" central registry and subject files documenting the sector's functions and activities during the 1970s. The many topics included are employer labour market services, employment counselling and placement, industrial incentive programs, career occupational projection, work force adjustment procedures, and numerous job creation programs such as LIP, CMMP, CMITP, Canada Works, and Youth Job Corps.
