Barbara Frum is host and narrator of this program examining the mood of the country just prior to the Referendum on Sovereignty-Association to be presented to Quebec citizens on 20 May 1980 by Premier René Lévesque. The program explores the political and economic implications for Quebec and the rest of Canada through footage and statements from key politicians, a national opinion survey, a studio discussion with two Quebec journalists; and historical background on referendums. Footage of Parti Québécois leader René Lévesque being elected as Premier of Quebec on 15 November 1976; attempting to define the term "sovereignty-association" to confused members of the Quebec National Assembly; and attacking his opponents, contrast with footage of Quebec Liberal Opposition leader Claude Ryan leading the "no" group against the referendum campaign and Prime Minister Pierre Elliott Trudeau at a recent constitutional conference asking whether Canada wants an economic union with an independent Quebec. ~In the studio with Barbara Frum, William Johnson, Quebec columnist for the "Globe and Mail" newspaper, and Marcel Pépin, editorial writer of "Le Soleil", discuss confusion over the concept behind the referendum; support for the referendum; strategies used by the "yes" and "no" groups; and how the federal government might respond to a "yes" vote. Opinions on referendums and this one in particular are given by critics such as: Minister of Justice Marc Lalonde; Quebec Minister of Intergovernmental Affairs Claude Morin; Queen's University professor Charles Pentland; McGill University economist Antal Deutsch; York University professor Arthur Siegel; New Brunswick Premier Richard Hatfield; Quebec Governmnet House leader Robert Burns; campaign consultant Charles Winner; New Democratic Party leader Edward Broadbent; Progressive Conservative M.P. Flora MacDonald; and Claude Ryan.~Models of association of countries are explored through footage of the European Economic Community as an example of the common market allowing the free movement of goods and people, and the Nordic Union, in which Norway and Sweden, along with Finland, Denmark and Iceland, are freely associated sovereign states sharing several common institutions. "L'Option", a working paper on how such an association might work between Quebec and Canada prepared by Parti Québécois members Gilbert Paquette and Jean-Pierre Charbonneau, is shown in a clip. Frum compares the proposed Quebec referendum to a British one and describes briefly the history of referendums in Canada, including the first, on prohibition, in 1898 and the second, on conscription under former Prime Minister MacKenzie King, shown in a 1942 clip from Movietone News entitled " Canada Enters War!", prepared by Ben Norrish and described bny Lowell Thomas. Archival footage of Newfoundland prior to confederation illustrates the two referendums that brought that province into confederation. Charts and explanations by Frum reveal the results of a national opinion poll conducted by Adcom Research of Toronto, Ontario and the Survey Centre of the University of Montreal, in which Quebecquers were asked how they would vote and Canadians in the other nine provinces were asked if they would be prepared to negociate with an independent Quebec. <90mn>
