Recording of Farley Mowat’s experiences during a tour of the Canadian North, including interviews of people in various northern communities. This is the fifth program. Farley Mowat speaks about the early exploration of Hudson Bay and the use of the Hudson Bay route. He landed at Ivuyiuik and was met by Carl Mailhot of the Quebec government. The community consists of 114 Inuit and 3 whites. The co-op store replaced the Hudson Bay Company store which had been asked by the Quebec government to withdraw. Inuit in the community accept modernization only to the extent that it helps them to hunt, fish and continue their traditional way of life. They accept living in houses and being able to buy rifles, outboard motors and other such goods. The economy of the community is based on hunting and fishing, especially hunting white fox. Some distance from the community, it is possible to hunt for walrus. At first, the Inuit were uncertain about the switch from being under the jurisdiction of the Department of Northern Affairs to the government of Quebec. They worried that Quebec would provide them with less money and that the English language and Protestant religion would be endangered. Inuit in the community are Anglicans. The Catholic mission was abandoned last year. There is an administrator from the provincial government. He and his wife live in the community, as does a Department of Northern Affairs teacher. Quebec’s plan is to teach the first three years of school in the Inuit language and after that French and English will be optional. The Quebec government does not plan to impose French-language teaching in the schools. The Department of Northern Affairs exercises control over the Inuit and gives them money and welfare. It also provided a general education to Inuit children, rather than a technical education. The Quebec government intends to teach trades and skills to the Inuit and also to give training in business administration so that they can run their co-operatives. The Department of Northern Affairs wanted to assimilate the Inuit into Canadian society whereas Quebec feels that they should be allowed to retain their culture and identity. Ivuyiuik is an experiment in the transition of responsibility from the federal government to the provincial government. The federal government seems to be just about ready to abandon its responsibility for the Inuit in Quebec. The Quebec government will provide the Inuit with medical and social services. There is a council to allow the Inuit to administer their own affairs. The Quebec administrator is more of an advisor than a director. He will prepare the Inuit for self-government. The co-op store is being administered by the Inuit. The policy of the Quebec government is not to impose foreign culture on the Inuit. <29mn>
