LOTO CANADA INC. WAS ESTABLISHED AS A CROWN CORPORATION UNDER THE PROVISIONS OF VOTE L27A APPROPRIATION ACT NO. 4, 1976 (RSC 1974-75-76 c.103) AND WAS INCORPORATED UNDER THE PROVISIONS OF THE CANADA BUSINESS CORPORATIONS ACT ON 7 JUNE 1976 (RSC 1974-75-76 c.33). COPIES OF THESE LEGISLATIVE ACTS ARE ON FILE. THE CORPORATION'S MANDATE WAS TO CONDUCT AND MANAGE A NATIONAL LOTTERY. THE NET REVENUES OF THE CORPORATION WERE TO BE PAID OVER TO THE RECEIVER GENERAL OF CANADA TO BE DISTRIBUTED AS FOLLOWS:
82.5% - TO ASSIST IN THE FINANCING OF THE DEFICIT OF THE 1976 OLYMPIC GAMES AND TO ASSIST IN THE FINANCING OF THE 1978 COMMONWEALTH GAMES;
5.0% - FOR THE PURPOSE OF PHYSICAL FITNESS, AMATEUR SPORT AND RECREATION PROGRAMS.
IN 1979, AFTER THE ELECTION OF A NEW GOVERNMENT, THE HONOURABLE STEVEN PAPROSKI, MINISTER OF SPORT, ANNOUNCED THAT AN AGREEMENT HAD BEEN SIGNED WITH THE PROVINCES UNDER WHICH THE FEDERAL GOVERNMENT AGREED TO VACATE THE LOTTERY FIELD IN RETURN FOR A SHARE OF REVENUES FROM PROVINCIAL LOTTERIES. LOTO CANADA INC. WAS TO GO OUT OF EXISTENCE ON 31 DECEMBER 1979. THE PARLIAMENT OF CANADA DISSOLVED BEFORE LOTO CANADA'S TERMINATION DATE WAS REACHED AND A NEW GOVERNMENT, ELECTED 18 FEBRUARY 1980, DID NOT PROCEED WITH THE WINDUP OF LOTO CANADA. A NEW BOARD OF DIRECTORS FOR LOTO CANADA WAS APPOINTED AND SOME FURTHER DISCUSSIONS UNDERTAKEN WITH THE PROVINCES. PRINCIPAL BUSINESS OF LOTO CANADA AT THIS POINT SEEMED TO INVOLVE HELPING GOVERNMENT LAWYERS DEFEND CERTAIN LAWSUITS AGAINST LOTO CANADA AND ALSO DEVELOPING PLANS FOR A NEW FEDERAL INITIATIVE IN THE LOTTERY FIELD.
IN MARCH 1982 THE GOVERNMENT TABLED A BILL IN THE HOUSE OF COMMONS TO BRING INTO EXISTENCE A NEW FEDERAL VENTURE DESIGNED TO RAISE MONEY FOR THE 1988 WINTER OLYMPICS IN CALGARY. OUT OF THIS LEGISLATION CAME THE SPORT SELECT BASEBALL POOL TICKET SCHEME OF 1984 RUN BY THE NEW CANADIAN SPORTS POOL CORPORATION. THIS NEW CORPORATION CAME INTO EXISTENCE AS A RESULT OF THE PASSAGE BY PARLIAMENT OF THE ATHLETIC CONTESTS AND EVENTS POOLS ACT (CHAPTER 161, 29-30-31-32 ELIZABETH II, ASSENTED TO 29 JUNE 1983).
ON 7 NOVEMBER 1984 AN ACT RESPECTING THE WINDING UP OF THE CANADIAN SPORTS POOL CORPORATION AND LOTO CANADA INC. RECEIVED FIRST READING IN THE HOUSE OF COMMONS AND RECEIVED THIRD READING IN THE HOUSE 14 JUNE 1985.
