Interview of Cor Westland as part of a series of oral history interviews of pioneers in Canadian physical education, sport and recreation. The interview was conducted by Dr. Stewart A Davidson in Westland’s Ottawa apartment on the morning of 20 July 1978. Westland speaks about: his early background in the Netherlands and his military service in the Dutch East Indies Army; his transition from his military career to work with the YMCA in Quebec City from 1953 to 1961; his early days of teaching in the Protestant school system in Quebec City from 1961 to 1966; reflections on the professional preparation in physical education in the Netherlands; his rationale for the move into the federal public service with the Fitness and Amateur Sport Directorate in 1966; the early organization and structure of the Fitness and Amateur Sport Directorate; the establishment of Recreation Canada and its responsibilities; the transition between the National Physical Fitness Act of 1943 and the passage of Bill C-131, the Fitness and Amateur Sport Act of 1961; his opinions about the repeal of the 1943 Act; the role and influence of the National Advisory Council on Fitness and Amateur Sport; a comparison of the National Physical Fitness Council of 1943 and the National Advisory Council of 1961; a discussion of the composition of the membership of the National Advisory Council for Fitness and Amateur Sport; the essential differences between the Act of 1943 and the Act of 1961; his accomplishments and disappointments associated with his tenure as Director of Recreation Canada, including thoughts on the inability to establish federal-provincial joint programming in recreation, the inability to establish a focal point for recreation at the federal level, the choice of Recreation Canada rather than Fitness Canada as the name of the Division, the Montmorency Conference on Leisure, the National Conference on Fitness and Health, the development of the Fit Kit and Participaction. Westland also comments on: the Canadian Symposium on Recreation, held in Montreal in 19657, and its effect on recreation in Canada; the development of the Centennial Fitness Award program of 1967; the national effect of the Report of the Task Force on Sport for Canadians of 1968; the national effect of the P.S. Ross National Study of Recreational Services, conducted in 1969; the initiation and evolution of Sport Participation Canada in 1971 and promotion of participation; the impact on sport and recreation in Canada through the Government of Canada’s appointment of a Minister of State for Fitness and Amateur Sport; references to professional associates considered to have made significant contributions to the development of physical education, sport and recreation in Canada, including Elsie McFarland, Bob Secord, Hugh Noble, John Farina, Francis Bregha, Curly Tyler, Yves Bélanger, Tim Burton, Jack Wright and Howie Nixon; and his opinions on events considered to have been significant accomplishments within the profession in Canada during the 20th century, including the Physical Fitness Act of 1943, the promotion of physical activity for individuals and the interest and emphasis on physical education in elementary schools.
