Integrated reports from Toronto and Quebec City on an English-and French-Canadian exchange program for senior public servants. Peter Daniel talks to English speaking Jim Langford who has moved his family to Quebec. Langford is seen attending class, and talks about living as a minority, coming to appreciate the French Canadians, and his wish that his children be fully bilingual. A woman, possibly Langford's wife, speaks of the difficulty of learning French. Children, again possibly the Langfords' are seen learning French. An unidentified French Canadian taking part in the program is interviewed by Terry Hargraves in Toronto. He says he likes Toronto and that he doesn't find a great difference in the "two solitudes".
