Followed by a question, and answer session, in French and English, with the media and Pierre Elliott Trudeau about: problems of regionalism, French-English problems, past attempts at constitutional reform, consultation with provinces, rejection of unilateral changes to constitution, repatriation of constitution, first phase of reform, matters under federal jurisdiction, federal-provincial conference to be held in autumn, need for consensus by provinces, bilateral negotiations with Québec, Bill of Rights, language equality, opting in of individual provinces, new Bill of Rights entrenched into constitution, constitution above Parliament, opting in formula, fear of alienation of provinces, status of present Senators, electoral responsibility in Upper House, cabinet responsibility, Australian model, urbanization, federal presence in urban centres, overlap of federal and provincial jurisdictions, human rights, provincial civil rights, Bill of Rights, limitation of federal and provincial powers, protection of individual citizens, Bill of Rights as complete package, political practice of obtaining consensus, legal unilateral procedure, inter-parliamentary committees, federal-provincial discussions, uni-ateral federal reforms, Senate, Supreme Court, Bill of Rights, amending formula, recommendations of John Roberts and second phase of reform and constitutional monarchy. <40mn>
