The 1979 Health Services Review was established by the Hon. David Crombie, Minister of National Health and Welfare, as a result of the September 1979 meeting of federal and provincial health ministers. Emmett Hall, who had been Chairman of the landmark Royal Commission on Health Services, 1961-1965 (commonly known as the Hall Commission) was appointed Special Commissioner. Under the terms of reference for the 1979 review, Hall was charged with determining if the principles of his 1964 Commission had been met, assessing whether the basic principles of the Canadian health care system were being achieved, and considering whether changes should be made to the system and what form such changes should take. In the course of the review, Judge Hall held hearings in every province and territory and received submissions from many groups and individuals involved in health care. The report of the review, "Canada's National-Provincial Health Program for the 1980's," was submitted to the Minister of National Health and Welfare on 29 August 1980.

The records in this accession consist of: Health Services Review administrative files which originated in Hall's departmental contact, the Health Resources Directorate of the Health Services and Promotion Branch of NHW; a series of briefs submitted to the review from individuals, associations of medical professionals, political parties, religious denominations, and other interest groups; and published and unpublished material used as reference material by the review.

Eighty-six audio tapes of hearings have been transferred to the Moving Image and Sound Archives Division under Accession Number 1984-287.
