The Liberal International (LI) is the world federation of liberal and progressive democratic political parties. LI was founded in 1947, based in London (UK), to strengthen liberal protection from totalitarianism, fascism and communism. It has since become the pre-eminent network for promoting liberalism, individual freedom, human rights, the rule of law, tolerance, equality of opportunity, social justice, free trade and a market economy.
Graham came to occupy various offices within this organization. These records, consisting of correspondence, notes, memoranda, reports, agendas, programs, print material, reports and papers, reflect his activity on behalf of the liberal movement internationally, the philosophy and politics of that movement, and its global networking. They illuminate his attendance and work at international conferences as delegate, member of the executive and on various committees, especially the budgets activity of the organization.
Amongst the various themes of concern for Graham and the movement on the international stage, the issue of human rights stands out above all others. This is richly manifested in the approximately 50 or so files dedicated to the subject of the Ottawa Human Rights Conference, held in 1987, on the 40th anniversary of the UN Declaration of Human Rights. He was amongst the chief organizers of that conference, and played a critical role in its logistics and program formulation. As well, his correspondence with various liberal leaders internationally is a rich information trove for those interested in liberalism as a global phenomenon, both philosophically and politically.
Of note also are the seventeen (17) files on Nelson Mandela and his visit to Canada in 1990.
