This series consists of correspondence, notes, press material, reports, memoranda, speeches, diaries and logs which elucidate how Graham managed the governing party in the Senate, and how legislation on major issues was developed and passed.
There are many files which illuminate how he played out his role as Regional Minister for Nova Scotia / The Maritimes, representing and promoting this region's economic interests. This role is elucidated in the files on the Port of Halifax development, harbours and wharves in Nova Scotia, various infrastructure projects, forestry, gas development on Sable Island and DEVCO and Cape Breton. As with most of the Graham fonds, these files are a melding of governance and politicking, reflecting how politicians govern with the election hustings always in mind.
There are also files on significant issues of the day, which reflect how such matters were handled and resolved. Such files address aboriginal peoples, heritage issues, telecommunications, energy, the environment, financial institutions, fisheries and oceans and foreign affairs. Other significant files deal with industries, air transportation, marine transportation and with small craft, harbours and ports.
Again, there is a large bloc of files approximately 10) which reflect Senate institutional / operational matters and the role of the Senate in the government of Canada.
