In an opening statement, Rotstein introduces the most recent Canadian Institute for Economic Policy study, The Drug Industry, and Professor Gordon. Gordon touches on the highlights of the study which is aimed at developing an industrial strategy. He discusses the research done on the Canadian drug industry, showing how that industry's expenditures, prices and research have been adversely affected by government policy aimed at increasing competition in the marketplace. He shows how the study proposed alternative means of government intervention which would reverse these negative trends.
