In opening remarks, Andre outlines the Armed Forces' rationale for this new air and land defence capability to be built by the Oerlikon Bureau of Switzerland and its subsidiary, Oerlikon Aerospace Canada, in response to evolving threats and in accord with North Atlantic Treaty Organization requirements. He introduces Colonel David Hampson, in charge of the LLAD project, and Brigadier General Terrence A.
