On 1 April 1973, the responsibility for administering the Vocational Rehabilitation of Disabled Persons Act and agreements was transferred to the Rehabilitation Services Division of the Department of National Health and Welfare. This Division, created within the Social Allowances and Services Branch to assume this responsibility and administer Part III (Work Activity-Projects) of the Canada Assistance Plan, as well as the rehabilitation services provisions in Part I (General Assistance and Welfare Services) of the Plan, quickly renewed agreements with nine provinces (excluding Quebec) and the Territories for a period of two years under the VRDP Act. Under these agreements, the federal government contributed 50% of the rates incurred by the provinces in providing a comprehensive program of vocational rehabilitation for physically and mentally disabled persons.

The Blind Persons and Disabled Persons Acts provide for federal cost-sharing in allowances granted by the provinces to blind and disabled persons age 18 and over who qualify on the basis of a means test. The provinces continued to transfer recipients of the Blind Persons and Disabled Persons Allowances to the more comprehensive provisions of the Canada Assistance Plan.

The records in this accession relate to the activities of the provincial and federal governments with regard to blindness allowance investigations. Included in the records are reports, inquiries, and other correspondence concerning blindness allowance means tests carried out at both the federal and provincial level. The files themselves contain special reports of inquiries concerning blindness with information concerning the extent of the applicant's disability, history of the case, results of physical examination, and reports on eye condition. In addition, scattered throughout most of the files one will discover results of Blind Persons Allowance Investigation carried on by the welfare departments in the various provinces included under the Act.
