Miramichi and Acadie-Bathurst Electoral Boundaries Commission : In May 2004, the Federal Court of Canada made its decision in Raîche v. Canada (Attorney General) (2004 FC 679) that the Federal Electoral Boundaries Commission for New Brunswick erred in its application of the rules governing the preparation of its recommendations regarding the transfer of certain parts of parishes from the riding of Acadie-Bathurst to Miramichi. In response to the court decision, the Miramichi and Acadie-Bathurst Electoral Boundaries Commission was created by Order-in-Council PC 2004-1196. The Commission was chaired by Justice Joseph Z. Daigle and comprised two other Commissioners, Pierre Foucher and Lorio Roy. The official mandate of the Commission was to consider, by way of public hearings, the boundaries of the New Brunswick electoral districts of Miramichi and Acadie-Bathurst, and to make recommendations concerning any amendments to these boundaries. The Commissioners submitted their Preliminary Report of the Miramichi and Acadie-Bathurst Electoral Boundaries Commission on 2 December 2004 and their Final Report of the Miramichi and Acadie-Bathurst Electoral Boundaries Commission on 8 December 2004. The final report recommended that "part of the Parish of Allardville and part of the Parish of Bathurst, including the Pabineau Indian Reserve No. 11, presently in the electoral district of Miramichi be transferred to the electoral district of Acadie-Bathurst".
