Dirigeant principal de l'Information : La gestion de la technologie de l'information ainsi que la gestion de l'information dans sa définition exhaustive la plus fonctionnelle a été une partie intégrante du mandat du Secrétariat du Conseil du Trésor (SCT) et de l'étendue de son activité depuis longtemps avant que le Bureau du dirigeant principal de l'information a été créé en 1996. Avant la direction générale du Directeur dirigeant principal de l'information, il y a d'abord eu un Agent principal de l'informatique soutenu par deux entités successives transitoires, la direction générale de la gestion des finances et de l'information (1995-1996) et le Bureau de la gestion de l'information, des systèmes et de la technologie (1993-95). Ces initiatives manifestent les efforts du SCT pour conceptualiser à nouveau, reconfigurer et de repositionner son rôle dans la gestion des technologies de l'information en fonction des opérations distinctes et des habilitants, en complément de sa fonction de contrôleur et de cadres de dépenses à la gestion de responsabilisation. Cette fonction évolutive est depuis longtemps une partie intégrante de la Direction de la politique administrative (depuis des années 1970 à 1993) et avant la direction de la gestion de l'amélioration des années 1960. Le premier système de classification du SCT à intégrer la technologie de l'information automatisée comme une sphère distincte de l'activité, évaluée sous l'autorisation de l'Archiviste national, a été datée du mois d'octobre 1967 et a été comprise par l'ADD 68/021.
Même si une structure résiduelle de la DPA a survécu jusqu'en 1995, la dimension de la GI/TI dynamique et en croissance conformément à son activité s'était déplacée dans une fonction de programme d'une organisation autonome en 1993 sous la rubrique du dirigeant principal de l'informatique (la première étendue limitée à la fonction du DPI du SCT). C'est à partir de ces initiatives que le Plan directeur pour le renouvellement des services gouvernementaux utilisant la technologie de l'information (1994) a été développé comme une vision transformationnelle dans laquelle le DPI serait relancé et développé après 1996 comme une activité opérationnelle selon les opérations élargies de la direction (DDPI).
En effet, les années postérieures à 1993 indiquent la réalisation lente que la technologie de l'information (TI), plutôt que d'être le chef de file de la GI et du service au public, est plutôt un facteur habilitant qui doit être exploité pour de plus grands et plus complets cadres de gestion (haute direction) de référence et de déploiement de stratégique appliquée à la programmation opérationnelle de base si le secteur public ne viendra jamais à atteindre les rendements potentiels et les meilleures performances promises par la technologie informatique moderne. L'accent à travers la fonction du DPI est déplacé de plus en plus vers la coordination des cadres de gestion, à la différence d'un statu quo de la gestion nominale des initiatives et des projets de technologie par le centre (c.-à-d. le SCT), mais toujours appliqué et géré de manière semi-autonome au sein des structures ministérielles de référence par la bureaucratique le point fort de la technologie de l'information.
La direction générale du dirigeant principal de l'information était communiquée en août 1966 et Paul Rummell était le premier dirigeant de l'information du gouvernement du Canada. Cependant, dans l'esprit et l'orientation la direction générale de la DPI est le cadre d'une vaste initiative du SCT transformationnelle qui remonte au moins au lancement du processus en 1993 du Plan directeur pour le renouvellement des services gouvernementaux utilisant la technologie de l'information et sa publication éventuelle en 1994 sous la direction de J. A. (Andy) Macdonald, un ancien contrôleur général, en tant que premier « agent principal de l'informatique » d'exploitation du SCT.
En cherchant à faire face à ce contexte dynamique depuis les années 1960, le SCT, comme l'agent de gestion active de l'autorisation centrale du GC, s'est trouvée sans cesse à jouer au « rattrapage » dans les efforts pour exploiter l'innovation technologique de la compétence fédérale, afin d'établir le droit l'équilibre des rôles et des responsabilités avec le secteur privé et de coordonner les objectifs des services orientés avec d'autres niveaux de gouvernement
Cependant, par la fin des années 1980, l'innovation informatique et la technologie Web offraient un tout nouveau modèle pour la prestation de service et le secteur privé exploitait rapidement les technologies de l'information d'une manière sérieuse pour transformer à la fois leurs processus opérationnels internes et la façon dont ils traitaient la prestation de services aux clients. Au début des années 90, l'écart se creusait dans la qualité et la nature de la prestation de services entre les secteurs privé et public. Le gouvernement était loin d'être conscient de ce qui se passait. Au sein de la Direction générale de la politique administrative, le Bureau pour la prestation des services gouvernementaux (BDGS) a commencé à explorer une nouvelle approche de prestation de services compatibles avec les principes de contrôle moderne. Le BDGS démontre un changement radical dans la réflexion stratégique qui a conduit la haute gestion de conclure que les améliorations dans les pratiques de gestion dans une perspective orientée vers les services exigeraient une toute nouvelle façon de faire ces activités au sein du Secrétariat. Les processus opérationnels du SCT ont été remaniés pour refléter l'orientation des services que le SCT souligne l'importance d'une approche plus collaborative horizontale avec les ministères responsables en tant que partenaires pour réinventer chaque aspect de la prestation des programmes de services pour la clientèle, fondée sur les résultats et sur les valeurs du modèle de gouvernance. Le résultat a été le Secteur du service et de l'innovation, et une refonte complète des activités opérationnelles de la GI/TI administrée par le chef de l'information. (En fin de compte, les deux seront plus tard convergé après 2004 selon le mandat organisationnel.)
L'autre caractéristique qui distingue l'activité du SCT après 1990 est l'implacable proactivisme dans lequel il a pris l'initiative de ses deux activités de programmes fonctionnels reconstitués précités - Développement des politiques de gestion et Surveillance et gestion des dépenses et surveillance financière, mais surtout la fonction de contrôleur (au sens large) et a technologie a permis la transformation des opérations. Ce n'est pas par hasard que la DDPI a été officiellement constituée la même année que le SCT a lancé sa révision radicale du système de gestion des dépenses pour se conformer aux exigences accrues des principes de contrôleur. La préoccupation sous-jacente de ces deux initiatives a été d'échapper à la « trappe de vision » et pour obtenir la transformation de la prestation de services et les programmes gouvernementaux internes opérationnalisés. Depuis 1996, le SCT a complètement changé la façon dont les dépenses sont gérées et comptabilisée par les ministères et avec le DPI a tourné la « transformation » en une formule modèle (programme de transformation opérationnelle) une fonction de contrôleur moderne et la Structure de gestion, des ressources et des résultats (SGRR) oblige pratiquement la haute direction des ministères à mettre en oeuvre si elles veulent survivre en tant qu'acteurs de la hiérarchie bureaucratique.
Dans la nouvelle incantation de la DDPI, la nécessité historique de construire de meilleurs systèmes a évolué au point où le DPI du SCT était devenu un partenaire stratégique pour l'ensemble des activités des ministères clients, pas seulement en informatique. En 1999, les responsabilités du CIO ont été élargies afin d'inclure le développement de la gestion de l'information et la stratégie technologique à l'échelle de l'organisation en réalité dans les initiatives du gouvernement en direct, y compris un canal sécurisé et le développement d'une suite du système de gestion des dossiers, des documents et de l'information (SGDDI), un système de gestion documentaire électronique (SGDE). Ces initiatives dynamiques du SCT ont été soutenues par la force des priorités gouvernementales énoncées dans le discours du Trône, le 12 octobre 1999 et le 18 février 2000. En 2000, la transformation de la portée était bien au-delà de la prestation de services intégrés et la DDPI avec audace déclara qu'« en étant qu'un utilisateur modèle des technologies de l'Internet, le gouvernement encouragera plus de citoyens et d'entreprises à utiliser l'Internet. » Avec seulement une minorité de citoyens canadiens reliés (45 %), cela équivalait à l'État agissant à titre d'agent des connaissances en technologie de franchir la ligne en réingénierie sociale afin de rendre les opérations de l'État canadien plus efficace. Le programme du DPI était au coeur de cette initiative.
Par 2004, la Direction du DPI avait absorbé toute l'étendue des stratégies de service en général et les initiatives catalytiques de GED, en particulier. En 2007, la DDPI a pris la suite des initiatives de service interne visant à plus exploiter les programmes de longue date de services partagés poursuivie depuis 1993, alors que (temporairement) la filialisation des fonctions de soutien reliées du GED aux TPSGC et à la coordination des fonctions afférentes au GED à un nouveau bureau d'harmonisation de la transformation au SCT. Par 2007, le DDPI Par 2007, la DDPI a vu ses services de grande valeur comme la transformation du système de gestion des opérations et de la technologie de l'information horizontale appliquée à tous les programmes gouvernementaux.
Le DPI moderne est donc une partie intégrante de la transformation délibérée et consciente de l'initiative autonome initiée par le SCT au début des années 1980 et qui s'accélère depuis 1993. Le SCT se voit comme un programme pleinement justifié intégré à l'organisme central jouant un rôle de premier plan exhaustif dans la fonction publique pour atteindre les objectifs fondés sur la valeur découlant des priorités approuvées par le Cabinet et conformes aux meilleures pratiques dans l'administration publique dans le monde et le plein potentiel d'un service de technologie habilitant dans un régime fondé sur les résultats et entièrement responsable. Dans cette vision, la Direction du DPI joue un rôle critique dans la gestion des actifs de plus en plus axés sur l'information en tant que produit clé et des ressources opérationnelles (actif) ou à un programme livrable.
Du point de vue la DDPI, l'objectif est d'établir un climat d'amélioration continue de travailler en venant à échéance des processus répétables d'exploitation internes au sein des ministères et par le CT au Parlement selon le système de gestion des dépenses. Le SCT est le BPI de la mise en application des principes de contrôleur dans tous les aspects des activités du GC sur l'ensemble de l'entreprise par rapport à tous les aspects de la gestion de la GI/TI. Dans la mesure où la GI/I est de plus en plus liée à la rationalisation de son programme opérationnel comme l'élément principal, la DPI devient le centre proactif de la technologie de l'information compatible la transformation organisationnelle au sein du gouvernement. Le DPI est le Bureau de premier intérêt au sein du SCT pour mener, promouvoir et guider une approche à la clientèle axée sur les résultats de services responsables au sein du gouvernement du GC et avec les clients externes (citoyens, entreprises et clients étrangers).
Sont également compris dans l'univers du DPI sont deux groupes de travail étroitement associés : le groupe de travail A2K (1997-2000) et le groupe de travail de l'examen de l'AI (2000-2002). Ces groupes de travail exploités comme des entités quasi autonomes pendant plusieurs années ayant un degré élevé d'autonomie et de ressources engagées possédaient tous les deux un système substantiel et distinct de tenue de documents. Ces groupes de travail complètent les principales activités connexes aux opérations verticales du DPI et fournissent une documentation complémentaire précieuse de ces secteurs d'activité opérationnels qui évoluent à partir du début des années 1990 à 2002. Elles ont été incluses dans cette série, car le SCT ainsi les traitait, et parce qu'elles étaient les deux initiatives internes du SCT qui ont démontré la nouvelle philosophie du programme plus proactif de cet organisme dynamique central.
