The 1993 federal election was held on 25 October with Paul Martin easily winning his riding of LaSalle-Émard with 59.51% of the vote, and the Liberal Party of Canada (LPC) defeating the Progressive Conservatives who had been in power since 1984.

As Paul Martin and Chaviva Hosek had been appointed co-chairs of the LPC Election Platform Committee by Jean Chretien in December 1991, a move often viewed as a strategic way to ensure a continued central Party role for Paul Martin and to help unite the LPC after the 1990 Leadership Race, Paul Martin had a large role in the Party's preparations and their success in the 1993 Election.

The LPC platform document officially titled "Creating Opportunity: The Liberal Plan for Canada" became better known as "The Red Book" due to its bright red cover. The platform document was the most detailed ever released by any party during a federal election campaign up until 1993, and was the first to include costing estimates for each of the promises made by a political party. The Platform Committee records in this sub-series provide a good overview of the wide variety of input requested and received by the Committee, and the methodologies used in developing the LPC 1993 Election Platform.

The sub-series also includes a selection of LPC caucus information booklets, press clippings, correspondence and a very small selection of some draft promotional material for Paul Martin's election campaign for the riding of LaSalle-Émard.
