The sub-series initially included the diversity management (of designated groups) sub-function, but the overall scope of the sub-series has now expanded to include the broader range of human resources management as administered by the Office of Chief Human Resources Officer (created in 2009). The sub-function of the Office of Public Service Values and Ethics is now included. Recent accruals relate to subjects such as human rights, code of conduct, conflict of interest, merit rewards, day care benefits, student employment, risk management, information management, language training, and collective management. Volumes 26796--26808 contain general series files related briefings, conferences, meetings and reports of the diversity division, committee records (including on the status of women), and general series files on visible minorities and disability in the public service.

The original volumes (23793-23819), related to the the diversity management (of designated groups) sub-function and arrived as a direct transfer from the Treasury Board Secretariat in 2010. Recent accruals include a broad range of human resources management subjects.

aThe sub-series anticipates modernized registries of information resources for the period starting 2009 and reflected in new prefixes and file coding. The sub-series arises from organizational changes circa 2009 but it is designed to reflect integrated registries set up in 2009 that incorporate legacy records rearranged from previous registries serving successive organizational entities stretching back to the 1970s. It is the practice of the Treasury Board of Canada Secretariat to migrate active and often the most important records to the registries of successor organizations. Hence records for earlier periods are often found in registries created to suit organizational and functional logic applied long after the fact. In the case of this registry, related to the Human Resources management function, some of the records reflect activity of the separate Secretariat known as the Canada Public Service Agency (CPSA), also originally known as PSHRMAC. This separate Secretariat to the Treasury Board was reincorporated into Treasury Board Secretariat under the rubric of the Chief Human Resources Officer.

The volumes in the sub-series that are related exclusively to the diversity management sub-function up to 2000 may logically be rearranged into a sub-sub-series of this sub-series as additional accessions expand the scope of the sub-series to the full extent of the activity of the Chief Human Resources Officer function. These records relate closely to the diversity management (of designated groups) found in MIKAN 3919609 (R776-142-3), volumes 22607-22722. This latter sub-series is composed of a segregated set of dormant records (1983-1998) using file code prefixes from the pre-2003 period and related to activities administered by the CPSA from 2003-2009.
The arrangement of this sub-series is designed to conform to operational registry systems to which the records migrated before archival transfer.
