Item consists of a political cartoon depicting C.D. Howe, Louis St. Laurent, and J.G. Gardiner as vultures with briefcases full of federal money, while James Joseph McCann, is depicted as a bully stripping the taxpayer out of his earned money.

The issue of unrestricted travel expenses by Federal Cabinet Ministers in the Mackenzie King Government contrasted with the growing burden on the Canadian taxpayer.

Dale, Arch, 1882-1962 : Arch Dale was born in Aberdeen, Scotland, and worked for the Aberdeen Courier as a cartoonist at the age of 17. He then moved on to the Glasgow News, and freelanced in London, England.

He emigrated to Saskatchewan in 1905, and then moved to Winnipeg where he worked as a cartoonist for the Free Press and the Grain Grower's Guide.

He created a cartoon strip called the "Doo-Dads", which was syndicated in the United States from Chicago, where he lived from 1921 to 1927. He then returned to Winnipeg to work for the Free Press.

From 1927 until his death, he was the regular cartoonist for the Free Press, working under famed editor J. W. Dafoe. Dale is best known for his cartoons of R.B. Bennett and William Aberhart

Julia Dale (ca. 1923-1982), Arch Dale's daughter, was also a political cartoonist for the Winnipeg Free Press. She later became art editor for the newspaper.

Some water damage on the lower portion of the work and some dirt on the lower left hand corner.
