The document has one red wax seal. A green ribbon is under the wax seal. A pink archival ribbon is also attached to the underside of the wax seal and is used to bind the sheets together. Red ink is used for underlining. Five circular paper seals, one being possibly torn or worn, are located on page 17.

The document is laminated with tissue. A brownish stain is on the lower left corner of page one, opposite the wax seal. The stain is imprinted by the stamp of the seal. The paper is discoloured and dirty. Numerous holes and two slashes are in the upper left corner of each sheet, probably used in binding sheets together. The upper left corner of page 19 is missing.
