The design for the Blackburn Building commenced in 1907 when Robert and Russell L. Blackburn, Ottawa entrepeneurs commissioned Werner E. Noffke to design a seven-storey hotel on Metcalfe Street. Problems with land title and termination of leases in existing buildings led to delays; the project expanded and became a ten-storey hotel, retail and office block which was built in three sections between 1911-1913.

The presentation drawing was sent to the National Archives of Canada upon the retirement of Stan White, Heritage Structures, Architecture & Engineering Services, Public Works Canada, HQ in August 1988. The drawing had been found by Harold Kalman in the building manager's office of the Blackburn Building, was displayed at the 1976 Noffke exhibition, and subsequently was conserved and hung in Stan White's office.
