Ceremony to swear in the new Cabinet at Rideau Hall. The Ministers are called by Privy Council Clerk Jocelyne Bourgon and they take their oath. Followed by the signing of the oath book by Prime Minister Jean Chrétien, Governor General Romeo Leblanc, and Privy Council Clerk Jocelyne Bourgon. Followed by a scrum with Jean Chrétien, the new Minister of Intergovernmental Affairs and President of the Queen's Privy Council Stéphane Dion, the Minister for International Trade Arthur Eggleton, Minister responsible for Infrastructure and President of the Treasury Board Marcel Massé, the Minister of Industry, Minister for the Atlantic Canada Opportunities Agency, Minister of Western Economic Diversification and Minister responsible for the Federal Office of Regional Development - Quebec John Manley, the Secretary of State (Federal Office of Regional Development - Quebec) Martin Cauchon, and the Minister of Citizenship and Immigration Lucienne Robillard. Included subjects are: four members of the Cabinet who didn’t want to run during the next election gave their places to newcomers; many new members of the cabinet are from Quebec and some have no federal experience such as Stéphane Dion and Pierre Pettigrew; Dion’s opinion on the distinct society and the changes needed to the Constitution; small victory margin in the referendum pushed Dion to start in politics; Eggleton’s opinion on the North American Free Trade Agreement (NAFTA) and the necessity for international trade; Massé’s view on the quality of work of federal civil servants; uniting the three regional development agencies under the Ministry of Industry; economic growth and job creation; the importance of immigration for Canada; and the opinion that Canadian citizenship wold not be given to citizens of a separated Quebec. <80mn>
