The Subseries "Articles and Speeches" contains the text of a speech given by Erik Spicer to the Rockcliffe Park Home and School Association (November 3, 1958), including some notes and correspondence ; the article "Public Libraries as Censors" (1959) ; the speech "Service is my Business", address to the Ottawa Rotary Club (April 6, 1964) ; the speech "IPLO: Problems, program, and progress" delivered to the British Columbia Library Association's 54th Annual convention, Kelowna (May 2-3, 1965) ; the first draft and the last version of "The Library of Parliament/ La Bibliothèque du Parlement" (1965); excerpts from remarks entitled "Graduate Work for Advanced Degrees & Needed Canadian Library Schools", presented at a meeting of the Panel on Education for Library Service and Library Manpower Problems, during the Canadian Library Association's Annual Conference, Calgary, (June 21, 1966) ; excerpts from an address to a luncheon meeting of the Canadian Library Association Council (October 29, 1966) ; an address entitled "National implications of the St. John Report", presented to the 64th Annual Conference of the Ontario Library Association, Ottawa (April 7, 1966) and the published version in FELICITER (vol. 11, no. 8, April 1966) ; the address "The librarian's viewpoint", presented during the panel discussion on the theme "The Librarian's role and responsibility to the organization" at the Meeting of the Montreal Special Libraries Association, Ottawa (April 22, 1967) ; the address presented to the Government Documents Workshop, Halifax Library Associations, Halifax (March 11, 1968) and the speech "International co-operation of Parliamentary Libraries" delivered at an invitational meeting with Parliamentary & Legislative Librarians, National Library of Canada, Ottawa (April 15, 1971).
The Subseries "Book reviews" contains book reviews of "Librarianship in Canada", by Bruce Peel, "Academic and Legal Deposit Libraries, an Examination Guidebook", by Donald Davinson, "Government Publishing in the Canadian Provinces" by A. Paul Pross and Catherine A. Pross, produced by Spicer between 1969 and 1972.
Erik Spicer was invested in the reformation of the Ontario Legislative Library and the New Brunswick Legislative Library during the 70s.The records contained in the Subseries "Ontario Legislative Library. Present Problems and Future Potential" and the Subseries "The Legislative Library of New Brunswick, Its problems and its potential" concerns the publication of these two reports in collaboration with Mrs Zinck. They contains drafts, documentation and two files concerning the assessment of a Director for the Ontario Legislative library.
