Also, the Chairman of the Waterloo Regional Laws Committee, Bryce Ruhnke, reveals the cost of shoplifting to the consumer, tells how the merchants protects themselves, and what deterrents make shoplifting unattractive. Another committee member, Norman Riddlough, explains the complicity of consumers who allow observed shoplifters to steal without alerting store security.
