These unedited recordings consist of testimony recorded by the Cable Public Affairs Channel in Ottawa, Ontario. Taped proceedings begin with a voice-over explaining the purpose and intentions of the Inquiry.~Justice Létourneau, Chairperson of the Inquiry, then makes a public announcement concerning the publication and release of the studies commission by the Commission Inquiry.~Testimony is then provided by returning witness, Major Marc Phillippe. Cross-examination resumes from previous day with questioning by William Vanveen, counsel for Major Barry Armstrong.~Following the morning break, Létourneau responds to the motion made by [Baitor], on behalf of his client Lieutenant-Colonel (LCol) Watkins, for the right to give evidence and to examine and cross-examine witnesses on matters affecting the involvement of LCol Watkins in the subject matter of the Inquiry. With "deep regret", the motion is dismissed by Létourneau. Because its mandate has been 'truncated' by the government's decision to end the hearings on or about 31st March, the Commission concluded that it would be unable to investigate the role and responsibilities of high-ranking governmental officials, including the matter of interest to Watkins.~A rejection to the filing of two documents is then made by Raphael Schachter. Cross-examination of Phillippe is thereafter resumed with questioning by Vanveen, Ronald Picard, counsel for Lieutenant-Colonel Carol Mathieu. Additional questioning is conducted by Justice Létourneau and Commissioner Peter Desbarats.~Re-examination of Phillippe is then conducted by Allan Préfontaine on behalf of the Government of Canada, and Simon Noël on behalf of Commission Counsel.~Following Phillippe"s testimony, Justice Létourneau outlines the subject matter to be discussed during the final weeks of the Inquiry. Subject matter will include the Terms of Reference while in-theatre, changes to the structure of the Canadian Joint Forces Headquarters (CJFSHQ) in Mogadishu, the role of the American Special Service Force, the selection of Belet Huen for the Canadian Troops, of Recce to Belet Huen, alcohol policy, "case of champagne", the house search or clearing operation conducted by Labbé in Mogadishu, the Rules of Engagement (ROE) in training and pre-deployment, preparation of the ROE, preparation of the soldiers card, training in-theatre, issues detainees, the 28th January and 4th March 1993 Orders (O) Group instructions on ROE"s, and the 4th March incident.
