These unedited recordings consist of testimony recorded by the Cable Public Affairs Channel in Ottawa, Ontario. Testimony is provided by Sergeant Edwin Dixon, Photographer for the Canadian Airborne Regiment Battle Group (CARBG) from 1992 to 1993. Questioning is conducted by Ian Stauffer.~Evidence is provided by Sergeant Dixon in the form of a video presentation. The video consists of two segments which feature images of Belet Huen from the air and ground upon deployment of the CARBG in March of 1992. Images featured include those of an airfield, a school recently reconstructed, the main bridge over the Shebelle River, a small market, a military hospital and hospital in downtown Belet Huen, local businesses, warehouses used by non-government organizations (NGO), a water purification plant, and the military headquarters Commando.~Subjects discussed include the atmosphere of calm in Belet Huen, poverty and starvation, and feeding programs set up by refugee camps. Additional questioning is conducted by Commissioner Peter Desbarats.~A series of still photos, presented by Sergeant Dixon, follows the video presentation. Images featured include an ariel view of headquarters Commando, the geographical atmosphere of Belet Huen, an Ethiopian refugee camp kitchen, the hospital in Service Commando Compound, downtown Belet Huen, an operation with Somali and Canadian Forces doctors, the courtyard of the hospital in downtown Belet Huen, and the UNISOM II building.~Testimony is also provided by second witness, Gilles Sandré, Director of International Services of the Canadian Red Cross (CRS), and a former consultant on humanitarian issues for Oxfam, an international group of 11 autonomous non-government organisations, formerly known as the CRS. Questioning is conducted by Héléne Dorion of Commission Counsel.~Evidence is provided through a video presentation called "A Retrospective of the Situation in 1993", compliments of the International Committee of the Red Cross (ICRC). The video provides a context in which humanitarian agencies were operating in Somalia for the period of time between 1992 and 1993. Images featured include those of famine, death, poverty, privation, aid provided by the Red Cross Society and ICRC, UN forces in Somalia, and medical care. Narration is provided by Sandré.~Following the presentation, a number of subjects are discussed including the mandate and status of the Red Cross Society in relation to other humanitarian organizations, and the mandate and status of the ICRC. Additional questioning is conducted by Desbarats and Justice Létourneau.~Cross-examination follows with questioning by Captain Colin Carson for the Government of Canada.~Further testimony is provided by third witness, John Main, a volunteer in Somalia with the ICRC between 1992 and 1993. Questioning is conducted by John McManus.~Subjects include the makeup of the delegation of ICRC in Belet Huen, food donations, theft, food distribution, staffing of ICRC, problems encountered in Belet Huen, inter-clan rivalry, the respect of ICRC by the Somali people, the deployment of troops in the Belet Huen area, the workload of the ICRC delegation, and the positive impact of military troops in Belet Huen. A series of still photos featuring settlement in Belet Huen and aid support provide supplementary evidence.~Cross-examination follows with questioning by Captain Carson and Stuart Hendin.~Final testimony is provided by Warrant Officer Robert Labrie, Serving NCO, and former Section Commander of Platoon II and Warrant Officer with 1 Commando, Canadian Airborne Regiment (CAR), CARBG in 1993. Questioning is conducted by Héléne Dorion.~Subjects include the deployment and arrival of CARBG in Belet Huen, preparation of troops for potential dangers in Somalia, natural dangers including insects, duties of troops upon arrival, territory covered by 1 Commando in Belet Huen, living standards and the needs of the Somali people, improvements in the living conditions of the Somali people after the arrival of Canadian troops in Belet Huen, and the climate of trust demonstrated by the Somali people toward the troops.~A series of still photos and maps provide supplementary evidence to testimony.
