MS entitled "Relazione Sul tacere il titolo di arcivescovo nel leggere il Breve per la Consagrazione del Coadjutore di Quebec". In his letter [to Gradwell] of 15 November [1826; see C 149], Panet, abp. of Québec, asks for permission to avoid any mention of his title as abp. when publicly announcing the brief [decided upon in the CG of 20 November 1826; see Acta 164], [later] sent on 15 December [1826], appointing Signay as his coadjutor. The writer explains that in [the CG of 23 November] 1818 [see Acta 039] Pius VII erected the archbishopric of Québec and four [recte two] bp.s in partibus as vicars general, suffragan and auxiliary bp.s [A. McDonell, A.B. MacEachern; Lartigue and Provencher were appointed in the CG of 24 January 1820; see Acta 046] to the abp. of Québec.

The English government opposed the promotion of the former bp. of Québec, because the latter would have ranked as superior to the Protestant bp. of Québec [then Mountain], and because no Anglican abp.s are allowed in the colonies, where all bp.s are under the jurisdiction of the abp. of Canterbury [then Manners-Sutton]. Plessis went to Rome [in 1819-20] in order to have his new title revoked, and Pius VII simply allowed him to continue to style himself as bp., not abp.. However, all official documents issued in Rome continued to style him as abp..
