ALS. The writer acknowledges the apostolic letters [of 15 December 1826] appointing Signay bp. of Fussala [see Varia 336]. The latter was consecrated on 20 May [1827], and his professio fidei is enclosed [see C 153]. Pius IV's bull of 13 November 1564 is mentioned. As for Lartigue's residence, the honours he is entitled to, and the Sulpician Seminary of Montréal, the writer makes reference to Plessis's Y(s1SZmandementY(s0SZ of 20 February 1821 [see SOCG 318], to the addressee's letter of 14 October 1826 [see Lettere 254], to his own [to Cappellari] of 29 January [1827; see C 158], and to PF [i.e., Cappellari]'s letter of 3 March [1827; see Lettere 271]. He complains that the queries and requests enclosed with his letters of 21 December 1825 [to Della Somaglia; see SOCG 433] and 29 January [1827] were not met or answered.
He renews his request for faculties for his suffragan bp.s who are as far as 1,000 leagues from him [A. McDonell, A.B. MacEachern, Provencher], for faculties the missionaries with the barbarians who are at 200/300 leagues from the closest bp., to be able to ordain priests ad titulum missionis, to ordain 22-year-old deacons (granted by Di Pietro to Plessis on 23 August 1806 [see Lettere 020]), for marriage dispensations. The writer, 75, also acknowledges the addressee's letter of 23 December 1826 [see Lettere 264] and mentions his own of 17 July 1826 [to Della Somaglia; see SOCG 471] on Signay's coadjutorship. He maintains that the procedure, customary since 1763/6, is for the Viceroy [i.e., Governor] to choose the coadjutor amongst a slate of three candidates selected by the Canadian clergy, and that this procedure cannot be changed. In fact, to wait for the approval of the Holy See is impracticable, since Rome's candidate could be rejected by the government.
He mentions Turgeon, Mignault and Cadieux as prospective coadjutors, and suggests that they be asked to accept the coadjutorship, because their renunciation would allow the Viceroy [Dalhousie, Governor-in-Chief of Lower Canada] to select a fourth person. As for requests concerning holidays, the writer makes reference to the letter of the Sacred Congregation of the Rites [i.e., Carpegna] to Quarantotti, of [6] February 1808 [see C 029], forwarded to Boiret on 15 May [?recte 10 February 1808; see Lettere 025], to the indults granted by the Holy See on 13 March 1819, to the decree of 19 June 1700 on mass, to the decree of the Sacred Congregation of the Rites of 4 May 1686. As for indulgences, the writer makes reference to those granted to Briand on 29 June 1769 for the parish church of [Saint-Michel-de-]Bellechasse.
