ALS [the first portion is marked "A"]. The writer answers PF [i.e., Fontana]'s letter of 13 March 1819 [see Lettere 076] containing four queries re his accession to the Legislative Council [of Lower Canada]: [1] Although the Legislative Council is independent, the supreme legislative body is the British Parliament; he encloses the "writ de sommation" ("B" [formerly "A"; see SOCG 393]) that mentions the defense of the church (whose exact meaning is not clear); [2] The only oath required from members is enclosed ("C" [formerly "B"; see SOCG 394]); [3] The enclosed prayer ("D" [formerly "C"; see SOCG 395]) is recited daily, yet attendance is not compulsory and the writer is never present in person; [4] The accession of the bp. to the Legislative Council caused joy, and scandal would only be caused by his withdrawal.

The writer mentions that Protestantism advanced during his trip to Europe [in 1819-20], that [A.] McDonell and [A.B.] MacEachern were not consecrated due to their distance and the bp. of Telmissus [Lartigue] due to the opposition of the Sulpicians of Montréal. He also requests indulgences and marriage dispensations, mentioning precedents of 26 March 1766, 25 February 1777, 1 April 1787, 5 June 1791, 29 May 1808. Due to the retirement of the writer's procurator in Rome, Lavizzari [who resigned on 1 July 1820], correspondence should be forwarded via Gradwell, the superior of the English Seminary [recte College]. A M marked "D" is enclosed [see SOCG 391]. PF notes (to Galeazzi; Castiglioni will report; Sommario no. 1/A-D). Re PF [i.e., Fontana]'s answer of 17 February 1821 [see Lettere 114].
