ALS. The writer complains that the Holy See has not yet made a decision with regard the [a]bp. of Québec [Plessis]'s mandement of 20 February 1821 [see SOCG 318]. Yet the apostolic brief [of 1 February 1820; see 324-325] cannot be read publicly because the bp. of Québec is styled an abp.. The opponents, and particularly the superior of the Montréal Seminary [Roux], consider the said apostolic brief and mandement an infringement of Gallican privileges. In his letter to the addressee of 17 December 1823 [see SOCG 351], the writer had already asked whether the diocese of Québec is under the general law of the Catholic church or the special law of the Gallican church.

The recent appointment of the bp. of Upper Canada [A. McDonell, appointed bp. of Rhesaina on 12 January 1819; see Varia 318], a province of 17,000 inhabitants, half of whom are Protestant, makes the case of Montréal (200,000 Catholics, 20,000 of whom in Montréal) even stronger, also in view of Bathurst's known approval of the new erection. Gradwell's confutations, however, will suffice against the allegations of the lawyer sent to Rome by the Sulpicians [O'Sullivan], a notorious duellist of Irish origin. The writer recalls his recent visitation to his district, where he confirmed and gave communion to more than 24,000 faithful, and asks how to deal with the Bible societies [i.e., of the British and Foreign Bible Society, founded 1804], making reference to Jesuit Bouhours's and Martini's translations.
