PM. Ponenza [prepared for the CG of 26 July 1824], dealing with Ireland, Scuttari, Nova Scotia, in four articles and 19 paragraphs, followed by six queries. Article 3, paragraphs 10-12, deal with Nova Scotia. In 1819 [recte in his letter to Litta of 21 December 1818; see Acta 043], [E.] Burke, bp. of Sion vicar apostolic in Nova Scotia, asked Pius VII to appoint Maguire as his coadjutor. This was done in the CG of 7 September 1819 and with the brief[s] of 1 [and 7] October 1819 [see Varia 320-321]. Upon Maguire's renunciation [of 6 January 1821; see SOCG 253 272], Burke's letter of 19 September 1820 [see SOCG 270] asked that Long be appointed. Long, however, refused to accept, as reported by [J.T.] Troy's letter [to Fontana] of 18 January 1821 [see SOCG 252].

[J.] Murphy [1772-1843]'s letter of 4 January 1821 [to Troy; see SOCG 251] praised Lyons, who was Burke's second choice for his coadjutorship. At that point, the abp. of Québec, Plessis, reported Burke's death (29 November 1820) in his letter of 8 January 1821 [see SOCG 254 271]. The CG of 21 May 1821 [see Acta 096] discussed whether to appoint Lyons vicar apostolic in Nova Scotia, and on 14 April 1821 PF wrote to Plessis accordingly. Three years have elapsed since, and, while the vicariate apostolic is administered by [J.] Carroll [1798-after 1833], no answer from Plessis was received. It is now time to make a decision, also in view of the insistence of Scallan, bp. of Dragobitia, vicar apostolic in Newfoundland, who was in Rome a few months previously.

Lyons is not, however, the only candidate, another one being Fraser, c.45, a former teacher at the college of Lismore [Killechiarain College], in America since July 1822, recommended by Reginald McDonell [recte MacDonald], bp. of Arindela, vicar apostolic in the Highland district of Scotland [in his letter to Consalvi of 24 December 1823; see SOCG 273], and by [A.B.] MacEachern, bp. of Rhosus, [suffragan and auxiliary bp.] in Prince Edward Island [mentioned in SOCG 273]. The query [no. 3] is, whether to appoint a vicar apostolic in Nova Scotia, and whom to appoint. Bs: fol. 38v, 56v.
