Documentary on the diplomatic side of the North Atlantic Treaty Organization during the early days of the treaty. Sequences on deliberations, conferences and meetings of the executive intercut with shots of the various armed forces of member nations. Warships are shown at sea, ski troops manoeuver in Scandinavia, military officers, including Field Marshall Bernard L. Montgomery, meet, confer and plan tactics and strategy. The North Atlantic Council meets at the Palais de Chaillot in Paris under the current Secretary General, Lord Ismay. Sequences on a meeting to discuss the construction of new air fields, followed by shots of the fields being prepared. Canadair Sabre jets are shown on a Canadian base in West Germany. Men work on engines, play softball, etc. Final sequences on a hall being prepared for a plenary meeting as John F. Dulles, Pierre Mendes-France, Anthony Eden and others meet, chat, shake hands, etc. <16mn 40s>
