Ross Eaman interviews Hugh Palmer, former CBC Director, Television. Palmer discusses: his career before joining CBC in 1940; his education; his law studies; invitation to join CBC in Ottawa; duties as executive assistant to Assistant General Manager and Secretary of the Board; his relationship with Davidson Dunton; policy issues of late 1940s and early 1950s; Dunton's work on proposal for a monopoly policy for the CBC as a temporary measure to get CBC TV established; Dunton's style of presentation before Parliamentary Committees; comparison with style of Brockington; Dunton's philosophy of public broadcasting; war years at CBC; National Film Board and its relationship with CBC; Diefenbaker's performance before the Parliamentary Committee on Broadcasting; Board of Governors when Palmer was Secretary; CBC news service in late 1940s, its shortcomings, problems of expanding it, reactions of private stations; Palmer's role in preparing for Massey Commission; Ouimet's role in preparing ground for TV, then Director; establishment of agreements with NFB for procurement of film; expansion into film; regional exchange programming; CARIBOU COUNTRY; produced by Phillip Keatley; work in variety programming; producer recruitment; Vancouver's role as a training centre for Toronto network; women producers; regional public affairs programming; Caple as CBC PR Officer; left-leaning nature of CBC; Ouimet's administrative organization and his weaknesses; relations between producers and administration; implications for administration of Producers' Association; SEVEN DAYS controversy; Bob McGall; his special assignments including Coronation Broadcast; assisting Ouimet with briefs for the Fowler Commission; and his style of supervision. <2h 59mn 40s>
