Ross Eaman interviews Wilfred Porth, former CBC administrator. Porth discusses: his youth in Winnipeg; his Air Force career during WWII; how his time in England shaped his sense of Canada; the impact the CBC had on Canadians in England; his career after the war; being hired by CBC in 1952 to work in the Vancouver accounting office; his transfer to the office of the Director of Television; his administrative work during the early days of television; the development and impact of television technologies; CBC national productions; the problems television faces in Canada; the relations between radio and television; changes to radio and television in first twenty years of their co-existence; the excitement of working in the early days of television; early sports and Canadian programming; the rapid expansion of TV across Canada; CBC management in Vancouver including Hugh Palmer and Marce Munro; CBC Vancouver producers including Allan King, Peter Elkington, Len Lauk and Ron Kelly; the role and opportunities of producers and their employment conditions; his transfer from finance to the television department; his role in developing a cost control system for the CBC television department; the use of this system to assess television programs and sell sponsorship; budgeting procedures for programs; the role of unit managers; the general development of an effective accounting system in the CBC; the financial squeeze beginning in 1957; attempts to increase productivity while maintaining quality programs; the relative costs of different types of programs; and the CARIBOU COUNTRY series.~Porth also comments on: the development of television drama in Vancouver; the beginning of REACH FOR THE TOP in Vancouver; the cost variables in news production; the effect of financial restrictions on the development of regional program exchanges; Canadian content and the efforts to increase the number of Canadian programs; the lack of Canadian comedy apart from Wayne and Shuster; his promotion to television production in Vancouver; the process of consolidation in Vancouver and the problems with facilities through the years; the consolidation committee in Vancouver and his own role on it; the development of the CBC building in Vancouver; the positive and negative aspects of the new Vancouver facilities; the movement of production from Toronto to Vancouver because of the new facilities; and the effect of these new network programs on regional production in Vancouver.~Porth discusses: the tensions between regional and network production when both are located at the same centre; the role of local programs in developing new network programs; the distribution of finances between centres during the 1970s; wage negotiations during the 1970s; his work as television production manager in Vancouver; the Morrow organizing group and the development of the English and the French Service Division; his move to Edmonton to become manager of the CBC station there; development of the Alberta region; his appointment as the first regional manager of Alberta and the major tasks of the job; the problems of organizations generally; the problems involved in developing a profile for television in Calgary and rural areas; the politics of developling regional skills, programs, and resources; the reasons he left Alberta; the role and development of regional production centres; the devlopment of programs by the CBC and by independent producers and the position of the unions on this issue; his relations with the Alberta government and how it felt about the CBC; the involvement of provincial governments in television; how Albertans viewed the CBC's politics; his years with the CBC in retrospect; and the CBC's role in Canada. <2h 54mn 30s>
