Live television broadcast, with hosts Ron Collister and Peter Daniels, of the first day of a three-day federal-provincial conference on constitutional reform. The conference was held to discuss: guaranteeing the rights of French speakers outside Quebec; provincial action on the issue; acceptance of the recommendations made by the Royal Commission on Bilingualism and Biculturalism; the establishment of a special committee to study consitutional reform; and the consolidation of rights into a charter of human rights.~Collister discusses the position of Ontario and Quebec on these points with [John Seawell], Dean of Arts and Science at York University and Andrew Brewin, NDP MP for Greenwood. Prime Minister Lester B. Pearson calls the meeting to order and delivers a welcoming speech. Pearson warns the delegates that if they choose unwisely they could become "the failures of Confederation". Briefs are then presented by the provincial premiers: John Robarts, Ontario; Daniel Johnson, Quebec; Ian Smith, Nova Scotia; Louis Robichaud, New Brunswick; Walter Weir, Manitoba; W.A.C. Bennett, British Columbia; Alex Campbell, Prince Edward Island; Ross Thatcher, Saskatchewan; Ernest Manning, Alberta; and Joseph Smallwood, Newfoundland.~Daniels interviews Premier Robarts during the lunch break that follows Ian Smith's brief. Collister and Daniels provide commentary on the briefs including: Johnson's moderate tone; Manning's call to establish a republic; and Smallwood's emotional response to the suggestion of abolishing the monarchy.
