Davis got the idea to create the park in 1925 and Prime Minister William Lyon Mackenzie King proclaimed it a national park in 1928. The footage begins brief shot of Mackenzie King, circa the late 1930s, standing on a sidewalk after getting out of a car, with a crowd of people around. Next is a shot of Justice T.C. Davis, Judge of the Court of Appeal, standing in shirtsleeves outside a log building, possibly at the park.
