John Warren narrates this documentary, presented through film and interviews, concerning the political situation and refugee problem in East Africa. The disputed claim on the Ogaden (or Western Somalia), culminating in the war of 1977-78, is outlined. The social order and military strategy of ethnic Somali rebels in the Ogaden (affiliated as the Western Somali Liberation Front) is profiled in film of a rebel community and an interview with a guerrilla commander. The transformation of Somali nomads into refugees due to war, drought and famine is discussed and the inability of impoverished Somalia to provide for the daily influx of 5000 refugees is shown through the squalor of refugee camps. Hostility to refugees is demonstrated in an interview with a Somali whose relatives were slain by Kenyan border patrols. The inadequacy of medical care provided by international agencies is presented in an interview with OXFAM nurse Diana Jackson, who emphasizes the deficiencies in attention for sick and malnourished children. The effects of a drought in Ethiopia are shown. Socialist Ethiopia is studied in street scenes from Addis Ababa. In an interview, Teshome Wolde-Semayat, First Deputy of the Ethiopian Relief Commission, is recalcitrant except in blaming Somalia and ethnic Somali rebels in the Ogaden for the crisis. This is contrasted by an interview in Mogadishu with Maj.-Gen. Galib, Somalia's Minister of Refugees, who demands an Ethiopian withdrawal from Ogaden. The general problem of relief aid and its distribution from the international community are discussed. <60mn>
