He also talks about the uniqueness of the WSA in Canada, the development of a land management plan for the four townships under the jurisdiction of the WSA, and the Temagami Old Growth Forest. He discusses in detail the history of lands in dispute as outlined in his report, "Temiskaming First Nation Report"; the background of the 1939 surrender of the lands; the settler and clergy pressure to cede the lands near Nedelec; land illegally occupied by Quebec colonists in 1938; community response to the 1876 Indian Act; the "traditional families" case in Temagami; and Band Custom elections under the Act.
