Royal Commission To Inquire into, Review and Report on the Administration of Quartz Mining and Placer Mining in the Yukon Territory (Canada) : The Royal Commission to Inquire Into, Review and Report on the Administration of Quartz Mining and Placer Mining in the Yukon Territory was established under Order in Council (P.C. 656, 29 April 1954) under Part I of the Inquiries Act (R.S.C., 1952, c.154) and on the recommendation of the Minister of Northern Affairs and National Resources. The Commission was mandated to inquire into and report on administration of Quartz Mining and Placer Mining in the Yukon Territory. The Commissioner was George Edwards Cole.

In 1954, quartz and placer mining in the Yukon Territory were administered by the Government of Canada under the Yukon Quartz Mining Act (R.S.C., 1952, c.301) and the Yukon Placer Mining Act (R.S.C., 1952, c.300). Opposition arose over a proposal by the Government of Canada to repeal these statutes. In their place the government planned to enact regulations similar to those in force in the Northwest Territories, where mining of this kind was administered by regulation under the Territorial Lands Act (R.S.C., 1952, c.263). Controversy also developed over the two- and four-post method of staking claims in the Yukon, especially as eastern exploration and development companies moved into the region in search of minerals. The two-post staking method had existed in the Yukon for several years, but four-post staking prevailed in all parts of Canada east of Alberta. There was a division of opinion, therefore, between westerners and essterners as to the merits of one staking system over the other. There was debate over whether there should be a time limit for surveying unsurveyed claims and for claim holders to take out leases on their claims. To work toward a solution to these and related problems, the Government of Canada established a royal commission on the subject of quartz and placer mining. The commission's report, dated 18 June 1954, was not tabled in the House of Commons. A photocopy, entitled "Report On Matters Concerned With The Administration Of Quartz And Placer Mining In The Yukon Territory", 17 leaves, is available in the records of this Commission. Researchers may view a microfiche copy of this report by consulting finding aid 33-1, Henderson #354.
