Pearson welcomes colleagues from various countries including Egypt, the Soviet Union and India and outlines major issues relevant to the control of arms and imports, as well as some proposed solutions. He expresses the hope that the conference will clarify the reasons for trends in arms transfers and some apparent contradictions.
