Proceedings of the Commission of Inquiry into the Use of Drugs and Banned Practices Intended to Increase Athletic Performance. An order-in-council of 5 October 1988 appointed Mr. Justice Charles Dubin, associate chief justice of Ontario, as commissioner of the inquiry, which arose primarily from the scandal over the discovery at the Olympic Games of steroid use by Canadian athlete Ben Johnson and the decision by the International Olympic Committee to strip him of the gold medal he won in the 100-metre sprint. The inquiry began its work on 15 November 1988 and the hearings began in Toronto on 11 January 1989. The public hearings ended on 19 September 1989. The inquiry wrapped up its work on 3 October 1989 and the commission's report was issued in June 1990.~This consists of videotapes recorded by the Canadian Broadcasting Corporation of public hearings.~Ben Johnson testifies about the world record he set in 1987 in Osaka, Japan, taking steroids, going off steroids in order to pass the drug tests, getting injections from Charlie Francis, Dr. Jamie Astaphan, Johnson's concern that too many people were taking steroids and knew about the steroid use, Johnson's problem with swollen breast tissue in 1987, his visit to his family doctor who suspected steroid use, side effects, a telephone conversation with Astaphan before the Toronto Sun-Maple Leaf Gardens meet in January 1988, discussing steroids with Molly Killingbeck and Angella Issajenko, St. Kitts, Desai Williams, taking a milky white substance, his throwing the bottle away, the competition in Tokyo in May 1988 when he reinjured his hamstring, pressure from Francis to compete in Europe or Francis would not be his coach any more, the demand by Astaphan for $10,000, growth hormone, Ross [Earl], a falling out between Johnson and Francis, Jack Scott, Johnson receiving treatment in St. Kitts by Scott and Astaphan for his leg injury, Carl Lewis, Doug Casey, Astaphan's giving Johnson more of the milky white substance, Johnson and Francis patching things up, an agreement reached in July 1988 to pay Astaphan $10,000 a month, Waldemar Matuszewksi, vitamin shots, the national meet in Ottawa on 6 and 7 August 1988, Zurich, Cologne, instructions from Astaphan about what drugs he should take, a massage to help clear his system of the drugs, receiving a bottle of vinegar and honey, shots of Vitamin B-12, his denial at the Olympics that he took drugs, being interviewed by George Gross, and his feelings of shame for his family, the other Canadian athletes and the young people in Canada who looked up to him.
